Russian Justice Ministry publishes unified ‘foreign agent’ roster

The Russian Ministry of Justice has published a unified roster of individuals and organizations designated as “foreign agents.” The new roster merges four different “foreign agent” lists that existed earlier.
The PDF document has 15 pages and 493 entries. Pavel Chikov, an attorney and founder of the human rights watchdog Agora, points out that the total number of entries is greater than the actual number of current “foreign agents,” since organizations excluded from earlier lists have been added to the unified roster.
Each entry on the list contains the date of the person’s or organization’s “foreign agent” designation, as well as the grounds for the designation. Entries for individuals contain their dates of birth. Organizations are marked with their taxpayer ID (“INN”) and corporate registration number (“OGRN”).
Some organizations on the list are supplemented with links to their websites and social networks, or with the names and addresses of the organization’s members.
The list also has a column for individual Pension Fund account numbers, but it hasn’t yet been filled out.
A new “foreign agent” law has come into effect in Russia on December 1, 2022. The new list was published in compliance with new legal requirements.
