Russian President Vladimir Putin will meet remotely with the “coordination council” for military supply and logistics, created by Putin’s decree on October 21. On October 25, the president will participate in his first meeting with the council, which held its inaugural meeting on October 24.

At the military supply council’s initial meeting, Prime Minister Mikhail Mishustin announced that Denis Manturov, Russia’s industry and trade minister, will be responsible for arms and military equipment deliveries. The vice-premier Dmitry Grigorenko will oversee legal and financial questions as part of the same council.

According to the decree instituting the council, it was created in order to coordinate the activities of the federal and regional governments “in the course of the special military operation” in Ukraine. The council’s task is ensure that the Russian army is adequately supplied with military and other specialized equipment, as well as all other necessary resources.

On October 20, Putin signed two decrees introducing a graduated martial law across Russia and the annexed Ukrainian territories. The “medium” level of security alert in Russia’s border regions, as well as the annexed Crimean peninsula, permits regional authorities to relocate people and limit their freedom of movement.
